Preventive and wellness care:

Create incentives for Medicaid programs that provide evidence -based preventive services that impose no copay.

Quality improvements:

Establish and encourage national programs for doctors and institutions to achieve savings and efficiencies by collaborating for better patient care and coordinating efforts.

Require disclosure of financial relationships between all levels of health care providers, including individuals and institutions.

Insurance reforms:

Plans must adopt and implement a single set of operating rules and standards. All plans must simplify forms, reduce paperwork by use of electronic exchange of records and information, and to reduce administrative costs. Must also ease ability of patients to change insurance plans.

Create and fund Consumer Operated and Oriented Plan (CO-OP) to encourage non-profit, member-run health insurance companies.
